100 MW Request for Proposals Report of Award

This Request for Proposals (RFP) from the Generation Procurement Entity (GPE) seeks to procure up to 100 MW (Net) of electricity generation capacity from renewable energy resources on a Build, Own and Operate (BOO) basis. The successful bidders selected through this procurement will be granted licenses to supply electricity and will execute renewable energy Power Purchase Agreements (PPAs) with Jamaica Public Service Company Limited (JPS Co).

The RFP evaluation process includes multiple stages: a pre-awarding mechanism, pre-award of bids, opening of technical proposals, and evaluation of technical proposals. The award report dated November 22, 2024 identifies the successful bidders selected to meet the total auction demand based on technical merit and ranking as outlined in Sections 9.7 through 9.10 of the RFP.

Two successful bidders were selected: Wigton Wind Farm Limited (offering 49.83 MW of Solar PV capacity with an annual average guaranteed energy of 102,509.28 MWh at a computed bid levelised cost of 64.66 $/MWh) and SunTerra Energy Jamaica Limited (offering 50.00 MW of Solar PV capacity with an annual average guaranteed energy of 117,889.30 MWh at a computed bid levelised cost of 70.20 $/MWh).

Recommendations for successful bidders are being forwarded to the Ministry of Science, Energy, Telecommunications and Transport (MSETT) for the granting of licenses and execution of renewable energy PPAs with Jamaica Public Service Company Limited.
