178th Wing Base Microgrid Construction

This project involves the design and construction of a basewide microgrid at Springfield-Beckley Air National Guard Base in Springfield, Ohio, to ensure energy resilience for 24/7 unmanned aircraft (MQ-9 Reaper) operations and intelligence missions. The microgrid will consist of a photovoltaic (PV) solar array, a Battery Electric Storage System (BESS), and two natural gas generators, along with microgrid controls, paralleling transfer switches, building energy meters, and a primary isolation switch. The system will interface with the base energy management system for performance tracking and verification. The contractor is responsible for all labor, materials, tools, equipment, supervision, and permits required to complete a fully functioning microgrid with distributed generation.

The project is structured with a base bid covering the two natural gas generators and microgrid controls, plus two optional bid items: Option 001 for the PV solar array and Option 002 for the BESS. The contractor must submit individual prices for each item as well as an aggregate total cost. The period of performance is a maximum of 450 calendar days from the Notice to Proceed (NTP), which authorizes the start of construction material ordering. Work hours are limited to 7:00 am to 4:30 pm Monday through Friday, with no weekend or holiday access unless approved by the Contracting Officer's Representative (COR).

All work must comply with Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), the National Electric Code (NEC), Ohio Building Code, and other applicable standards. The contractor must adhere to OSHA safety requirements, obtain dig permits from Ohio Utilities Protection Service (OUPS), and submit a Storm Water Pollution Prevention Plan (SWPPP) if disturbing more than one acre. The contractor is also required to provide a detailed project schedule, weekly progress reports, and material submittals for approval prior to installation. A 1-year warranty on all labor, materials, and installed equipment is required.

The Government will provide site access and basic documents but no equipment or services. The contractor must field-verify all conditions and assume responsibility for any additional work not identified in the statement of work that a reasonable site inspection would have revealed. The project is intended to allow the base to fully island during an indefinite, long-term utility outage lasting weeks to months.
