1803 Electric Cooperative, Inc. is soliciting proposals for capacity and energy resources to meet its long-term power supply needs. The RFP is open to all technologies, including wind projects, distributed generation (DG), battery energy storage systems (BESS), and demand-response based proposals. Bidders may propose projects at various stages of development, including repowering existing wind projects to extend project life and capacity.
Key submission requirements include a $5,000 proposal submission fee due by October 6, 2025, and bidder registration occurring from September 10-22, 2025 with a Notice of Intent due by 5:00 PM CPT on September 22, 2025. The proposal submission period runs from September 26, 2025 through October 6, 2025 at 5:00 PM CPT. Proposals will be screened and analyzed beginning October 13, 2025, with preliminary selection list notifications anticipated on January 12, 2026.
For distributed generation projects, bidders must provide detailed assumptions regarding conductor sizing, interconnection status (including timing and nature of interconnection requests), and other project-specific details. DG projects may interconnect on distribution circuits, with interconnection load flow studies to be billed to the developer on a case-by-case basis. For projects selected to advance in negotiations, 1803 will work directly with bidders regarding relay protection schemes, metering, and other technical requirements.
RegulatoryApproval milestones include execution of definitive agreements by April 13, 2026, followed by completion of the Louisiana Public Service Commission (LPSC) certification process by May 7, 2027.
