The Illinois Power Agency (IPA) conducted a Spring 2016 Renewable Energy Resources Request for Proposals (RFP) for the procurement of Renewable Energy Credits (RECs) from all renewable energy sources. This procurement was conducted for three utilities: Ameren Illinois Company (AIC), Commonwealth Edison Company (ComEd), and MidAmerican Energy Company (MEC). The RFP utilized funds from the renewable resources budget and was structured in accordance with Public Act 095-0481 and the Illinois Power Agency Act.
The procurement included the following REC targets: AIC 33,271 RECs (Photovoltaics resources), ComEd 67,952 RECs (Photovoltaics resources), and MidAmerican 65,104 RECs (All eligible renewable energy resources excluding distributed generation devices). The RFP process consisted of two parts: Part 1 Proposals due April 13, 2016, and Part 2 Proposals with bids due on a subsequent date. Key dates included the REC RFP Rules release on March 28, 2016, bidder information webcast on March 28, 2016, and procurement event results announced May 10, 2016.
Bidders were required to submit pre-bid letters of credit as bid assurance, with specific forms provided for AIC, ComEd, and MidAmerican. The evaluation process used benchmarks that were confidential and approved by the Illinois Commerce Commission. Bidders were required to certify the accuracy of their proposals and could be subject to material omissions or misrepresentation claims if information was inaccurate.
The contract terms included delivery periods from June 1 of one year to May 31 of the following year, with minimum delivery requirements of 80% of contracted RECs. Invoicing deadlines were established for September 10, December 10, March 10, and July 20 of each delivery period, with payment due by the last business day of the following month.
