San Diego Gas & Electric Company (SDG&E) is issuing a Renewable Auction Mechanism (RAM) solicitation pursuant to California Public Utilities Commission (CPUC) direction in Resolution E-4783. This solicitation seeks renewable power purchase agreements for Renewables Portfolio Standard (RPS) eligible resources located in the California Independent System Operator (CAISO) control area, including resources dynamically transferred into the CAISO. SDG&E invites projects of all sizes above 0.5 MW AC to participate with a RAM program capacity target of 107.3 MW. All projects require a minimum Phase II interconnection study or equivalent study level from the governing balancing authority for dynamically transferred projects. Bids will be evaluated using SDG&E's Net Market Value (NMV) Least-Cost Best-Fit (LCBF) methodology. The solicitation employs a non-modifiable Power Purchase Agreement structure that is pre-approved by the CPUC. Respondents must submit comprehensive documentation including interconnection agreements/studies, site control documentation, site maps, resource reports, and for solar projects, full PVSyst models. SDG&E reserves the right to revise the schedule and has pending Petitions for Modification and Applications for Modification with the CPUC regarding termination of RAM procurement obligations. Shortlisting and procurement decisions are contingent on CPUC resolution of these pending modifications.
