This Request for Proposals is seeking cost-competitive bids for unbundled Renewable Energy Certificates (RECs) to enter into individually negotiated arrangements to provide RECs to PacifiCorp customers under the Blue Sky Select program. RECs generated from wind and solar facilities may be proposed. A single bidder may propose RECs generated from multiple resources. RECs may be from new or existing resources. PacifiCorp is seeking five (5) year fixed price proposals starting in vintage year 2019 through 2023 for two products: Product A (Unbundled Oregon RECs) is for 67,250 RECs per year generated from wind or solar resources located in the State of Oregon. Product B (Unbundled Non-Oregon RECs) is for 75,000 RECs per year from facilities located outside of the State of Oregon. Preference will be given to resources within Pacific Power and Rocky Mountain Power service territories.
