The Illinois Power Agency (IPA) issued procurement requests for block energy products and capacity under Public Act 95-0481 and the Illinois Power Agency Act. The Spring 2021 procurement encompasses monthly on-peak and off-peak standard block forward products for Ameren Illinois Company (AIC), Commonwealth Edison Company (ComEd), and MidAmerican Energy Company (MEC), with a supply period of June 1, 2021 to May 31, 2024. Additionally, capacity procurement for AIC covers periods starting June 1, 2022 and June 1, 2023. The Fall 2021 procurement includes block energy products for AIC and ComEd, and capacity products for AIC for the same delivery periods.
Key dates for the Spring 2021 RFP include: Procurement Plan submission on September 28, 2020; ICC Order issued November 5, 2020; Bidder Information Webcast on March 4, 2021; Part 1 Proposal deadline on March 16, 2021 by 12 PM Central Prevailing Time (CPT); Part 1 Notification on March 23, 2021; Bid Participation Fee deadline on March 26, 2021; and AIC and ComEd Part 2 Proposal deadlines on April 2, 2021 by 12 PM CPT. MEC Part 2 Proposal deadline is April 9, 2021 by 12 PM CPT. AIC Capacity Part 2 Proposal deadline is April 2, 2021 by 12 PM CPT. Results were released April 9, 2021 for Block Energy and April 15, 2021 for AIC Capacity.
Key dates for the Fall 2021 RFP include: Bidder Information Webcast on July 28, 2021; Part 1 Proposal deadline on August 10, 2021 by 12 PM CPT; Part 1 Notification on August 23, 2021; Pre-Bid Letter of Credit deadline on August 24, 2021 (AIC Energy), August 25, 2021 (ComEd), and August 24, 2021 (AIC Capacity); Part 2 Proposal deadlines on August 31, 2021 by 12 PM CPT (AIC Energy and ComEd) and September 1, 2021 by 12 PM CPT (AIC Capacity). Results were released September 15, 2021 for AIC Capacity and September 16, 2021 for Block Energy.
Participation requires membership in PJM as an Affiliate or Voting Member, and/or certification as a Market Participant in MISO. Bidders must submit Part 1 and Part 2 proposals, provide financial documentation, and arrange bid assurance collateral via letters of credit. Collateral must be provided in the form of a letter of credit; cash is not acceptable. Substantial documentation is required including confirmation agreements, guaranties, collateral annexes, and bid forms.
