Silicon Valley Clean Energy (SVCE) is seeking proposals for new Carbon Free Energy projects, including California Energy Commission (CEC) eligible Renewable Portfolio Standard (RPS) resources, hydroelectricity, nuclear and paired and standalone storage. The objective is for deliveries to start as early as January 1, 2024, for a minimum term of ten (10) years and a maximum term of fifteen (15) years. Eligible resources include: 1) RPS resources meeting eligibility criteria for Portfolio Content Category One Eligible Renewable Resource (PCC1 ERR); 2) Non-RPS resources that do not directly emit carbon dioxide (e.g., hydropower, nuclear); 3) Paired RPS and Storage – all storage technologies with the ability for SVCE to set charging and discharging requirements that are physically paired with renewable generation; 4) Standalone Storage – all storage technologies with the ability for SVCE to set charging and discharging requirements. The resources must be within CAISO or at delivery points that are interconnected to the CAISO. Products may include energy from generation, energy discharged from storage, Green Attributes, storage capacity, Capacity Attributes, and Ancillary Services. The RFP is intended to help SVCE meet portfolio targets for clean energy, as well as specific custom product offerings for customers.
