2023 All-Source RFP

Portland General Electric (PGE) issued its 2025 All-Source Request for Proposals (RFP) on July 31, 2025, seeking competitive proposals for new clean energy generation and storage resources. Proposals must be submitted using the provided bid form and comply with the technical specifications detailed in Appendix M (solar, wind, and energy storage). The RFP includes several contract structures: a Build Transfer Agreement (BTA) for full project development, a Power Purchase Agreement (PPA) for renewable energy, a Storage Capacity Agreement (SCA) for standalone storage, and hybrid agreements for combined renewable and storage projects. Bidders are also required to submit a Non-Disclosure Agreement (NDA) and provide credit support as outlined in Appendix I. The evaluation process, managed by Independent Evaluator PA Consulting (approved by the OPUC on March 4, 2025), uses a scoring and modeling methodology described in Appendix A.

Supporting documents include an ELCC calculator, historic Variable Energy Resource (VER) generation profiles, benchmark bid element details, and a bidder Q&A document. The RFP is part of PGE's broader resource planning efforts, which include the Clean Energy and Integrated Resource Plan (CEP/IRP) and Distribution System Planning. The final shortlist, filed in February 2026, secured over 1,000 MW of new clean energy and battery capacity, demonstrating significant progress toward PGE's resource and clean energy goals while maintaining reliability and affordability for customers.
