BC Hydro issued a Request for Expressions of Interest (RFEOI) for potential new electrical capacity resources to meet British Columbia's growing power demands. This RFEOI sought information from organizations capable of delivering reliable and cost-effective capacity and/or baseload energy resources, with the exception of nuclear resources, that could connect to BC Hydro's integrated system.
The RFEOI was issued on June 4, 2025, with responses accepted until September 8, 2025, at 11:00 a.m. Pacific Time. This was an information-gathering exercise designed to assess market capabilities, interest, and technology solutions aligned with BC Hydro's specific project needs. The RFEOI informed the development of long-term procurement strategies to help build a more diverse and resilient power system for British Columbia. BC Hydro received 106 submissions representing 19 gigawatts of potential capacity and 36,800 gigawatt hours of annual energy, with a diverse mix of technologies including geothermal, biomass, and hydro storage.
Key dates included an Information Session held on June 10, 2025, at 10:00 a.m., during which respondents could ask questions. The question period remained open from June 10 through August 8, 2025, with answers posted up to August 22, 2025. BC Hydro conducted response reviews during Fall 2025 and may have held meetings with respondents to obtain further project details. The RFEOI concluded in December 2025.
Participation in this RFEOI was non-binding and did not create any commitment or obligation for either BC Hydro or respondents. Participation in this RFEOI did not preclude respondents from taking part in future competitive Request for Proposal (RFP) processes, including the 2025 Call for Power.
