2025 URBAN WATER MANAGEMENT PLAN (UWMP)

The Las Virgenes Municipal Water District (LVMWD) is requesting proposals from qualified firms or consultants for the preparation of the 2025 Urban Water Management Plan (UWMP). The selected consultant will prepare a comprehensive water management plan covering LVMWD's service area, which includes the cities of Agoura Hills, Calabasas, Hidden Hills, and Westlake Village in Los Angeles County. The District serves approximately 70,000 residents across 122 square miles and operates potable water, recycled water, and sanitation services through three separate enterprise funds.

The scope of work includes demographic analysis of the District's service area, residential and commercial population growth assessments, land use evaluations, water demand projections extending to 2045, updated water per capita usage calculations, recycled water utilization analysis, assessment of current conservation efforts, and recommendations for water strategies to meet future demands. The consultant must utilize the 2025 UWMP Guidebook for preparation and maintain ongoing contact with the California Department of Water Resources (DWR) to incorporate any updates and new legislative mandates prior to final plan compilation. The District currently purchases 100 percent of its potable water from the Metropolitan Water District of Southern California (MWD), operates the 15 MGD Westlake Filtration Plant, and the Tapia Water Reclamation Facility, which produces tertiary treated recycled water meeting approximately 20 percent of overall water demand. The District is also advancing the Pure Water Program in partnership with Triunfo Water and Sanitation District, with construction anticipated to begin in 2026 and project completion by 2029.

Key timeline requirements include a Q&A deadline of April 12, 2025, and a proposal submission deadline of 5:00 PM Pacific Time on Tuesday, April 23, 2025 (April 22 per alternate reference). Proposals must be submitted through the Procurement Portal at https://procurement.opengov.com/portal/lvmwd. The District aims to have a final draft 2025 UWMP completed no later than April 2026, with submission to DWR required no later than June 17, 2026. The selected consultant must stay informed of all new legislative requirements and ensure the final UWMP fully complies with all DWR requirements and specifications outlined in this RFP.
