2025 WA Situs RFP

PacifiCorp seeks cost-competitive bids for renewable energy generation resources, energy storage systems, and renewable energy credits to serve its Washington customers. The RFP aligns with PacifiCorp's 2025 Integrated Resource Plan and supports Washington's Clean Energy Transformation Act (CETA) compliance, targeting up to 990 megawatts of generation resources and 1,385 megawatts of storage capacity.

Eligible resources include wind, photovoltaic solar, wave, geothermal, hydroelectric, qualified biomass, and other non-emitting energy sources, as well as standalone battery energy storage systems, pumped storage hydro, or other storage technologies. All resources must have a minimum nameplate capacity of 1 megawatt and achieve commercial operation by December 31, 2029. Bidders must register resources in WREGIS within 90 days of commercial operation and maintain registration throughout the contract term.

Bidders must demonstrate interconnection capability through one of the following: completed interconnection system impact/facilities study, confirmation of passing Fast Track Process screens with PacifiCorp Transmission, or signed interconnection agreement. Off-system bids require evidence of secured long-term firm transmission service to deliver output to PacifiCorp at PACE or PACW pricing points. PacifiCorp will consider power purchase agreements (PPAs) for generation-only resources or generation co-located with battery storage for 5-20 year terms, as well as standalone energy storage agreements for 5-20 year terms. All bids must include acceptance of standard-form pro forma agreements without modification to pricing.

Key dates include bidder workshop on September 17, 2025, last day for questions September 30, 2025, bid submission deadline of 5:00 p.m. Pacific Prevailing Time on October 7, 2025, bid evaluations and ranking completion by February 12, 2026, and contracts finalized and executed by March 30, 2026. Bid pricing must remain firm through March 30, 2026.
