2026 All-Source RFP

Southwestern Electric Power Company (SWEPCO), an American Electric Power company, is seeking generation and capacity resources of up to 3,000 MW of SPP Accredited Capacity through a Purchase and Sale Agreement (PSA) RFP. This solicitation covers Wind, Solar, Battery Energy Storage Systems (BESS), Natural Gas, and Solid Oxide Fuel Cells. Additionally, SWEPCO is soliciting proposals for completion of an energy storage project at the company's Harry D. Mattison power plant site.

Proposals must interconnect to Southwest Power Pool (SPP) with an SPP Queue Position of 2024-001 or earlier, or be located in SPP's Expedited Resource Adequacy Study queue. The company plans to evaluate one or more Self-Build Proposals developed independently by the AEP Projects Group, which must be submitted one day prior to the PSA, PPA, and CPA Proposal Due Date and shall use the information required in the PSA Proposal Content Section (RFP Section 6) and all applicable appendices.

Key dates include: Draft RFP posted online on 3/25/2026, Bidders Technical Conference on 4/17/2026, RFP issued on 5/25/2026, Confidentiality Agreement Request Deadline on 7/15/2026, Self-Build Proposal Due Date on 7/28/2026, and Proposal Due Date on 7/29/2026. Following submission, Short-List Selection is scheduled for 10/15/2026, Definitive Agreements execution for 3/16/2027, Regulatory Approvals filing for 3/30/2027, Required Regulatory Approvals for 3/30/2028, Notice to Proceed for 5/16/2028, and Commercial Operation Date no later than 12/1/2031.
