2026 All Source RFP Q&A

OG&E's 2026 All Source Request for Proposal (RFP) solicits bids for power generation and capacity resources to meet Oklahoma Gas & Electric's near and mid-term resource requirements. The RFP accepts proposals for multiple technology types including solar, wind, battery energy storage systems (BESS), thermal resources (combustion turbine and reciprocating internal combustion engine), and hybrid projects combining multiple technologies.

Bidders may structure proposals under three primary contract types: Power Purchase Agreements (PPAs), Capacity Purchase Agreements (CPAs), and Power Supply Agreements (PSAs) for new projects, or Battery Tolling Agreements for standalone and hybrid BESS projects. All projects must achieve a minimum of 100 MW of seasonal accredited capacity per bid. For thermal resources and EPC projects, bidders must utilize OG&E Form Agreements, with separate agreements required for each technology in multi-technology projects. The maximum contract duration is 10 years for PPA and CPA bids.

Key technical requirements include: projects must interconnect to Southwest Power Pool (SPP); commercial operation date must be no later than March 15 of the year the facility comes online; intermittent resources (wind, solar) are exempt from the four-hour consecutive run time requirement; and projects utilizing OG&E's surplus interconnection must demonstrate full control of the project site (OG&E-owned land is not permitted). Bidders must provide accredited capacity calculations using SPP's 2025 Summer ELCC study and expected winter ELCC values for wind and solar resources, and must comply with SPP OATT Tariff Attachment AA requirements.

Submission requires a non-refundable bid fee of $10,000 per individual bid, with additional contract negotiation fees of $1/kW due within five business days of selection for negotiation. All bids must include comprehensive bid narratives covering project summary, environmental impact analysis, operations and maintenance plans, interconnection studies (preliminary SPP Phase 1 studies are acceptable), and technical specifications. All prospective bidders must execute a mutual Non-Disclosure Agreement with OG&E prior to accessing detailed Form Agreements and Technical Specifications.
