2026 Bulk Storage One Phase Solicitation

Consolidated Edison Company of New York (Con Edison) announces its intent to release a Request for Proposal (RFP) for utility dispatch rights associated with transmission-connected energy storage systems. This solicitation follows updates from the Public Service Commission's June 20, 2024 Storage Order and the Commission's December 13, 2018 Order authorizing periodic Utility Dispatch Rights solicitations. The RFP will solicit transmission-connected projects that are currently in Phase Two of the ongoing New York Independent System Operator (NYISO) Transmission Cluster Study or have already received their cost allocation.

The RFP will be conducted using a single-phase process to better align with NYISO Transmission Cluster Study timing. Projects are required to possess active Capacity Resource Interconnection Service (CRIS) rights through a previous Class Year process or be participating in Phase Two of the currently ongoing NYISO Transition Cluster Study. All projects must be capable of beginning commercial operations by year-end 2030. The Energy Storage Services Agreement will be substantially similar to the document released in the 2024 Request for Proposal, including opportunities for contract lengths of up to 15 years.

Bidders will be required to propose a form of upfront payment structure as compensation over the contract term. Con Edison will issue the Agreement as a standard program offer to all participants and does not expect to consider any substantive changes to the Agreement. The Company views transmission-connected storage projects as critical opportunities to facilitate the deployment of higher-value storage resources.

Key dates include: RFP release on or about May 22, 2026; developer questions due by May 29, 2026; and a webinar scheduled for June 5, 2026.
