2026 Gas Decarbonization Request for Proposals

Puget Sound Energy (PSE) is seeking proposals to reduce greenhouse gas emissions from PSE's natural gas distribution system. This RFP intends to identify and fund projects that would reduce supply side and/or demand side emissions from PSE's gas system. PSE will consider any proposal that meets the requirements described in the RFP document.

Proposals must address greenhouse gas emission reductions from PSE's natural gas distribution infrastructure. The RFP welcomes submissions from vendors, service providers, and other stakeholders capable of implementing decarbonization projects. Carbon Direct has been hired to provide independent evaluator services for this RFP.

Key dates include: RFP release on May 15, 2026; optional bidders' conference on June 8, 2026 from 12:00 p.m. to 1:00 p.m. Pacific Time; and proposal submission deadline of July 15, 2026 at 5:00 p.m. Pacific Time. Following proposal evaluation (Q3 2026 to Q4 2026), PSE will file the final list of potential projects with the Washington Utilities and Transportation Commission (WUTC) for approval, with contract execution anticipated in Q4 2026 to Q1 2027.

Prospective bidders are encouraged to submit an Intent to Bid form to receive email updates throughout the process. Conference materials, including presentation slides and Q&A documentation from the bidders' conference, will be posted for all bidders' reference.
