2026 PJM RFP

PSEG Long Island, acting as agent on behalf of the Long Island Power Authority (LIPA), issued a Request for Proposals to procure up to 685 MW of Capacity or Capacity and Energy from generating facilities located within the JCPL LDA or EMAAC load zones of the PJM Control Area. Respondents may propose a higher amount of Capacity up to the nameplate Capacity of their proposed Project if such proposal would improve pricing. If proposing higher than 685 MW, respondents must provide pricing in $/kW-month for both 685 MW and the higher amount, with LIPA retaining the option to select either amount at respective proposed prices.

The Service Term shall commence on June 1, 2030, and conclude on October 31, 2039. The Capacity must be eligible to qualify as Locational Installed Capacity for Long Island (Zone K) under applicable NYISO Rules. Key dates include a Question Submittal Window from May 1, 2026 through May 11, 2026, with the Proposal Submittal Deadline of May 29, 2026 at 5:00 PM EST. Proposal Selection is targeted for July 10, 2026, PPA Negotiations Completion by August 31, 2026, and LIPA Board of Trustees Approval on September 23, 2026. Firm pricing must remain valid through January 31, 2027. New York State Approvals (by the NY Attorney General and Office of State Comptroller) have an effective date target of December 31, 2026.

Requirements include cybersecurity compliance per NERC standards, performance requirements for transmission-connected non-synchronous resources per LIPA guidelines, and adherence to LIPA Procurement Guidelines and Lobbying Guidelines. Respondents must submit the NYS Vendor Responsibility Questionnaire electronically, complete all certification forms including Contingent Fee Certification, Non-Collusive Bidding Certification, and Gender-Based Violence and Workplace Certification, and submit a Respondent Data Form.
