2026 RFP Storage and Transportation

Oklahoma Gas & Electric Company (OG&E) is seeking proposals for natural gas storage services to support its gas-fired generating facilities. Bidders must provide storage solutions with a minimum contract term of 5 years, extending up to 20 years maximum. Proposals will be evaluated based on the lowest aggregate delivered cost to OG&E's gas-fired plants while maintaining reliability and flexibility to serve OG&E and its customers.

Bidders may propose five categories of services: (1) Traditional Storage with minimum 20,000 Dekatherm daily injection capacity, 30,000 Dekatherm daily withdrawal capacity, and maximum storage quantity of 500,000 Dekatherm; (2) Park and Loan services with minimum 25,000 Dekatherm daily park and 40,000 Dekatherm daily removal capacity; (3) Call Options with Surety providing minimum 20,000 Dekatherm fixed-price capacity switchable between OGT or EOIT; (4) Transportation Diversity Enhancement providing firm interconnection between OGT, Energy Transfer, or Southern Star to OG&E Pool with minimum 5,000 Dekatherm capacity; or (5) Greenfield/Alternative proposals with sufficient detail for evaluation.

Key dates include: Technical Conference on April 24, 2026; Final RFP issuance on April 28, 2026; Bid Submittal Deadline on May 26, 2026 at 5:00 PM CDT; Evaluation completion by June 25, 2026; Contract negotiations completion by July 17, 2026; and Contract Award by July 31, 2026. Proposals must address deliverability to eight OG&E facilities (Mustang Station, Muskogee Station, Horseshoe Lake Station, Seminole Station, Redbud Station, McClain Station, Frontier Plant, and Tinker Station), storage provider facilities and transportation routes, service reliability with curtailment and operational flow order history, storage resiliency during extreme events, and financial stability documentation for Phase II proposals.
