2026 Strategic Plan

The Palmdale Water District is seeking qualified professional services to develop an updated 2026 Strategic Plan in collaboration with the Board of Directors, District staff, and stakeholders. This engagement will build upon the 2022 Strategic Plan (approved October 2022) and include an evaluation of the mission, vision, and core values from the 2006 Strategic Plan.

The District's strategic objectives include increased transparency with constituents regarding organizational direction and commitments, clear policy guidance for the Board when setting priorities and allocating resources, and actionable guidance for staff execution with shared goals and performance expectations. The 2026 Strategic Plan must adhere to specific design principles including simplicity, clarity, implementability, and measurability. The plan should avoid aspirational statements and instead focus on practical guidance that serves as a regular reference tool for decision-making.

Key deliverables include a detailed summary version (staff-centric with full SMART objectives for tracking achievement) and a simple summary version (public-centric). The strategic framework should encompass 3-to-5-year strategic goals with supporting 1-year SMART objectives (Specific, Measurable, Actionable, Relevant, Time-bound) presented in a one-page concise format that may incorporate visuals such as charts, graphics, or infographics.

The engagement process comprises two phases: Phase 1 (one to two months) includes preparation, a 1.5-day Board vision session, and synthesis of findings; Phase 2 (two to three months) involves staff development of SMART objectives through facilitated processes, culminating in Board review and finalization by April 2026. Proposals must include successful, cost-effective community and staff engagement options with separate scope and fee estimates for District selection. Engagement efforts will coordinate with the District's Public Affairs Director. The Palmdale Water District, formed in 1918, is an independent special district governed by a five-member Board serving approximately 4,500 acres of agricultural land and operating under California Water Code Division 11.
