203575 - PART A - Confidentiality Agreement - 5572 - Underground Transmission River Crossing Assessment

EPCOR Distribution & Transmission (EDTI) is soliciting qualified proponents to perform a comprehensive inspection, survey, and engineering assessment of multiple high-voltage underground transmission river crossings utilizing high-pressure fluid-filled (HPFF) cable systems. These cables operate through pressurized steel pipes beneath the North Saskatchewan River at several locations throughout Edmonton. The project requires detailed evaluation and assessment of these critical transmission assets to maintain integrity, stability, and protection while ensuring system reliability and mitigating risks including mechanical damage, soil erosion, and potential fluid leaks.

The contract duration is 60 months. This is a two-part procurement process: Part A requires execution and submission of a Confidentiality Agreement to gain access to the complete bid package and detailed project documentation. Only proponents who sign and submit the Confidentiality Agreement will receive access to the full solicitation materials.

Key dates include a question deadline of Wednesday, May 13, 2026 at 2:00:00 PM (MDT) and a bid closing deadline of Wednesday, May 20, 2026 at 2:00:59 PM (MDT). The procurement is governed by the Canadian Free Trade Agreement (CFTA) and North American Free Trade Agreement (NAFTA).
