New Braunfels Utilities (NBU) is seeking qualified professionals to develop a comprehensive distributed energy resources (DER) strategic plan. The project deliverables include: a fifteen-year DER roadmap, a five-year action and implementation plan, an engagement plan, educational materials, presentation materials, and supporting research and analysis. The fifteen-year DER roadmap will be used by NBU to support financial planning and ensure the utility can deliver the loads necessary to meet community desires.

Proposal Deadlines and Key Dates:

• Pre-Proposal Q&A Deadline: July 31, 2025 at 8:00 PM
• Proposal Submission Deadline: September 9, 2025 at 2:00 PM
• Proposal Opening and Reading: August 12, 2025 at 3:00 PM CT (virtual)

Submission Requirements:
Sealedproposals must be addressed to New Braunfels Utilities-Purchasing Department, Attn: Purchasing Manager, 355 FM 306, New Braunfels, Texas 78130. Respondents must register as NBU vendors at https://procurement.opengov.com/portal/nbutexas to receive or access RFP documents and addenda. Late proposals will not be accepted. NBU Purchasing is not open for weekend or holiday deliveries.

Vendor Participation:
The proposal opening will be conducted via videoconference on August 12, 2025 at 3:00 PM CT. The monetary component and respondent names will be read aloud. NBU reserves the right to reject any or all proposals, waive formalities or technicalities, and hold proposals for up to 120 days. Respondents must hold their proposals firm for the same period.
