25 MVA Dead Front Mobile Substation

The City of Pasadena Water and Power Department is soliciting competitive bids for the purchase of a 25 MVA (megavolt-ampere) dead front mobile substation. This equipment procurement is intended to support the utility's power delivery infrastructure and operational flexibility.

Key Deadlines: Questions and answers deadline is February 11, 2026 at 11:00 PM. Proposal submissions are due March 19, 2026 at 10:00 PM. The invitation for bids was released on December 15, 2025.

Submission Requirements: Bidders must submit responses through the procurement portal at https://procurement.opengov.com/portal/pasadena/projects/219704. All submissions must include completed technical specifications documentation, federal certifications, relevant experience forms, and compliance documentation as outlined in the bid package. Bidders are required to provide proof of Unique Entity ID registration with SAM, federal required certifications, and declarations of non-collusion. A DoIT Technical Questionnaire must be completed as part of the submission.

Evaluation and Compliance: The procurement follows competitive bidding standards under PMC 4.08.045 for Materials and Supplies. Bidders must comply with all federal requirements including HUD provisions, FEMA terms and conditions, Section 3 requirements (if contract value exceeds $200,000), and all applicable federal contract provisions.
