Congestion Revenue Rights management services include portfolio setup and onboarding, participation in CAISO annual and monthly CRR allocation and auction processes, monthly and annual nomination and auction strategies with monthly reporting and presentations, development and implementation of CRR optimization strategies to hedge day-ahead congestion exposure and maximize risk-adjusted portfolio value, and provision of CRR revenue forecasts and monthly performance reports.

The agreement term is three (3) years with an option to extend for up to two (2) additional one (1) year terms at OCPA's sole discretion. Key dates include: RFP release March 26, 2026; deadline for question submittal April 1, 2026; posting of responses to questions April 8, 2026; proposals due April 24, 2026 by 5:00 p.m. Pacific Standard Time; Board approval based on OCPA evaluations June 8, 2026; notification of Board decision June 10, 2026; and contract commencement June 15, 2026, with transition services to begin by mid-June 2026 and completion by September 30, 2026.
