26-001 – RFP – Scheduling Coordinator and CRR Management Services

Orange County Power Authority (OCPA), a California joint powers authority and Community Choice Aggregator serving over 178,000 residential and commercial customers in Orange County, seeks qualified firms to provide scheduling coordinator (SC) and congestion revenue rights (CRR) management services. Proposers may bid on scheduling coordination services, CRR management services, or a bundled offering of both services. OCPA retains the discretion to make multiple awards and add qualified consultants at any time.

Scheduling Coordinator Services encompass CAISO interface and scheduling operations, including submission of all schedules and meter data reports, load scheduling into the day-ahead market, 7-day/24-hour day-ahead and real-time monitoring and bidding, supply bid submission, and resource operations management. The SC must provide short-term load forecasting (week ahead and day ahead), support forecast ingestion via API or manual methods, validate CAISO statements for load settlements, and manage load imbalance. Additional responsibilities include Resource Adequacy support, management of CAISO financial deposits and collateral obligations, and generation and storage resource scheduling. The SC must retain CAISO certification or partner with a certified SC, remain compliant with CAISO, CPUC and FERC requirements, and provide regular updates to OCPA management regarding market performance and CAISO settlement activity.

Congestion Revenue Rights management services include portfolio setup and onboarding, participation in CAISO annual and monthly CRR allocation and auction processes, monthly and annual nomination and auction strategies with monthly reporting and presentations, development and implementation of CRR optimization strategies to hedge day-ahead congestion exposure and maximize risk-adjusted portfolio value, and provision of CRR revenue forecasts and monthly performance reports.

The agreement term is three (3) years with an option to extend for up to two (2) additional one (1) year terms at OCPA's sole discretion. Key dates include: RFP release March 26, 2026; deadline for question submittal April 1, 2026; posting of responses to questions April 8, 2026; proposals due April 24, 2026 by 5:00 p.m. Pacific Standard Time; Board approval based on OCPA evaluations June 8, 2026; notification of Board decision June 10, 2026; and contract commencement June 15, 2026, with transition services to begin by mid-June 2026 and completion by September 30, 2026.
