316(b) Traveling Screens for the Larsen Power Plant

The City of Lakeland is seeking qualified manufacturers to design, manufacture, deliver, and install a system for two (2) traveling screens at the Larsen Power Plant (2002 US-92, Lakeland, FL 33801) that meet all requirements of Best Technology Available (BTA) per Section 316(b) of the Clean Water Act. The new screens will replace two currently existing non-compliant screens and supply cooling water to the plant's pumps from Lake Parker. The proposed screens must comply with Section 316(b) of the Clean Water Act and 40 CFR § 125.92(s) requirements for Best Available Technology.

Scope of Work includes design, manufacturing, delivery, and installation of the traveling screen system. The vendor must demonstrate compliance with all applicable federal environmental regulations, including documentation of BTA status and performance specifications. The project requires coordination with the plant's existing infrastructure and operational requirements.

Key Dates: Pre-Proposal Conference on October 14, 2025 at 2:00 PM; Questions and Answers deadline November 13, 2025 at 10:00 PM; Proposal submission deadline November 21, 2025 at 9:30 PM.

Proposal includes requirements for insurance, safety compliance, contractor safety evaluation, and indemnification. Vendors must complete vendor questionnaires and provide detailed pricing proposals. The City will evaluate responses based on technical qualifications, cost, schedule, safety record, and demonstrated experience with similar traveling screen installations at power generation facilities.
