EPCOR Harmony Inc. is seeking to engage a cost of service and rate design expert who is experienced in undertaking a comprehensive and integrated Cost of Service Study (COSS) and provide recommendations for designing rates using a harmonized approach across all utilities services. The successful consultant will conduct a detailed cost of service and rate design analysis for water and wastewater utilities, integrating findings across multiple utility services.

The project duration is 6 months from contract commencement. The study will involve comprehensive analysis of cost allocation methodologies, rate design principles, and recommendations for harmonized rate structures that can be applied consistently across water and wastewater service delivery.

Bid submissions are to be made online only through the EPCOR bidding platform.
