ACES/EKPC – RFP for Energy and Capacity

The North American Energy Markets Association (NAEMA) is posting this Request for Proposals (RFP) on behalf of its member ACES and their client East Kentucky Power Cooperative (EKPC). The RFP is an all-source capacity and energy solicitation to procure future energy and capacity needs in PJM for a hyperscale data center development by Deca Digital within EKPC’s load zone. The RFP seeks proposals from qualified power suppliers, developers, and intermediaries to meet the electric requirements of this significant new load addition.

East Kentucky Power Cooperative is a not-for-profit generation and transmission (G&T) cooperative serving 16 distribution cooperatives across 89 Kentucky counties, providing power to more than 1.1 million people. EKPC operates its own metered sub-system within PJM and provides energy scheduling, trading, transmission, and other services. Deca Digital is a hyperscale data center developer deploying an initial $2B+ vehicle from a top-three global asset manager, with five projects in flight and a pipeline of 5+ GW across the United States. The data center load will be located in EKPC’s member service territories.

This solicitation is for all-source generation, capacity, and energy resources to serve a high‐demand data center load. Respondents may propose a range of solutions including new generation, existing capacity, power purchase agreements, behind-the-meter assets, or other innovative structures. The location of the load is within EKPC's service territory in Kentucky, within the PJM interconnection region.
