Advanced Distribution Management System Needs Assessment

The City of Anaheim, through its Anaheim Public Utilities Department (APU), has issued a Request for Proposals (RFP 20260701-APU-E) to obtain consulting services for a needs assessment of its Supervisory Control and Data Acquisition (SCADA) and Electric System Outage Management Software (OMS) system. The project aims to evaluate the current Minsait ACS SCADA/OMS system, which was originally acquired in the early 2000s and is used for real-time system monitoring, supervisory control, outage prediction and response, fault location and isolation, switching order management, and integration with distribution automation devices. APU does not currently use all available features of the system, and the assessment will inform a potential upgrade or replacement to a modern Advanced Distribution Management System (ADMS) that aligns with industry cybersecurity best practices, including NERC CIP-aligned controls and City of Anaheim security policies.

The selected Consultant will perform a comprehensive needs assessment covering current system capabilities, functional gaps, integration requirements, and future operational needs. The scope also includes optional services to assist APU with the procurement process for a new system and to provide project consulting during subsequent implementation. Key deliverables are expected to include a detailed report with findings and recommendations. Detailed functional requirements and discovery topics are provided in Attachment 2 of the RFP, and an overview of current SCADA-OMS interfaces is provided in Attachment 3.

The RFP schedule includes a release date of July 1, 2026, a Q&A deadline of July 9, 2026, and a proposal submission deadline of July 25, 2026. All inquiries and proposals must be submitted through the Anaheim procurement portal. Attachments to the RFP include a list of Minsait ACS functions currently used by APU (Attachment 1), partial functional requirements and discovery topics (Attachment 2), and an SCADA-OMS interfaces overview (Attachment 3).

Respondents must meet minimum qualifications detailed in the RFP, and proposals will be evaluated based on criteria outlined in the Evaluation and Selection Process section.
