Advanced Meter Infrastructure ("AMI") Needs Assessment, Business Case and Roadmap

The City of Pasadena Water and Power Department seeks qualified consulting firms to conduct a comprehensive Advanced Meter Infrastructure (AMI) needs assessment, develop a detailed business case, and create a roadmap for AMI system implementation. The City operates municipal electric and water utilities serving approximately 68,000 electric accounts and 37,000 water accounts. The engagement will support Pasadena's strategic business objectives to improve customer experience, support business initiatives, develop workforce skills, and improve system agility and access.

The scope of work includes conducting a needs assessment for AMI implementation, developing a comprehensive business case that evaluates cost-benefit analysis and financial feasibility, and creating a detailed roadmap for system deployment. The consultant will work with the City's newly implemented Oracle Customer to Meter (C2M) solution and Meter Data Management System (MDMS) launched in April 2022. The engagement will also involve analysis of the City's current Automated Meter Reading (AMR) infrastructure utilizing Itron Field Collection System and MV-90 commercial/industrial power meters. Key milestones include a pre-proposal conference on December 1, 2022 at 6:00 PM, Q&A deadline on December 1, 2022 at 11:00 PM, and proposal submission deadline on January 5, 2023 at 11:00 PM (Pacific Time).

The AMI system implementation will enable time-of-use (TOU) rate structures, provide customers with detailed energy consumption data, enable remote service disconnection and restoration, improve meter-to-cash processes, enhance outage detection and response, and support water conservation efforts. The consultant must demonstrate relevant experience working with utilities on AMI program development, needs assessment methodology, business case development, and strategic roadmap planning. The engagement involves coordination with multiple City departments and stakeholders to ensure comprehensive evaluation of technical, operational, and financial requirements for AMI deployment.
