Advanced Metering Infrastructure ("AMI") Consulting and Program Management Services

The City of Pasadena Water and Power Department is seeking qualified consulting and program management firms to support the planning, implementation, and management of an Advanced Metering Infrastructure (AMI) system. The selected firm will provide strategic advice, technical expertise, communication initiatives, and comprehensive project oversight to ensure successful deployment and integration of AMI technologies across the city's utility service area. The project builds on the recent implementation of a Customer Information System (CIS) with Oracle Customer to Meter (C2M) solution and Meter Data Management System (MDMS), which provides the foundational technology platform for AMI integration.

Key scope elements include: conducting procurement support for AMI system selection, developing and executing organizational change management (OCM) strategies, establishing a dedicated project management team, creating detailed project plans and timelines, providing staff training and development, overseeing system testing and validation, and managing the deployment of smart meters, network equipment, and associated software across approximately 68,000 electric accounts and 37,000 water accounts. The city previously completed an AMI Needs Assessment, Business Case and Roadmap that identified organizational needs, gaps, and realistic implementation timelines that will inform this engagement.

The AMI implementation will improve operational efficiencies, enable time-based and complex rate structures, enhance conservation tracking through smart metering capabilities, support two-way communication between the utility and customers' meters, and facilitate future grid modernization initiatives including electrification, decentralization, and digitization. The consulting firm will work closely with PWP staff and stakeholders to navigate implementation complexities and maximize the benefits of the AMI system.
