Advanced Metering Infrastructure (AMI) Program Manager

The Washington Suburban Sanitary Commission, MD (WSSC Water) is soliciting sealed responses for an Advanced Metering Infrastructure (AMI) Program Manager. The selected contractor will oversee the implementation of an Advanced Metering Infrastructure turnkey solution that will be managed by a vendor awarded on a future contract. The program manager will play a critical role in coordinating and managing the overall AMI implementation initiative, drawing from pilot lessons learned as of May 2026.

Key dates and deadlines include: Pre-Proposal Conference on June 15, 2026 at 14:00 (2:00 pm); Q&A deadline of June 19, 2026 at 21:00 (9:00 pm); and Proposal submission deadline of July 13, 2026 at 18:00 (6:00 pm). Responses must be submitted via WSSC Water's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater. Late responses will not be accepted. Due to time constraints, WSSC Water will only extend the solicitation due date in situations involving significant scope changes, and bidders are encouraged to submit questions as soon as possible (one question per submission for quick responses).

The contract is structured as an 8-year term engagement. Minimum qualifications are required and detailed in the solicitation documents. The scope of work, evaluation factors, and all applicable conditions are outlined in the complete RFP, including general conditions for goods and services, professional services requirements, special conditions, insurance and bond requirements, and minority business enterprise (MBE) and small local business enterprise (SLBE) program participation details.

A pricing proposal and vendor questionnaire are required as part of the submission.
