AEP 2025 SPP Capacity RFP

American Electric Power Service Corporation (AEPSC), acting as agent for Public Service Company of Oklahoma (PSO) and Southwestern Electric Power Company (SWEPCO), is seeking qualified bidders to provide SPP-accredited deliverable capacity through Capacity Purchase Agreements (CPAs). The RFP targets electric generation resources already operational within the SPP transmission system that can help the Companies satisfy load and planning reserve margin requirements with the Southwest Power Pool.

Bidders must offer capacity from generating resources with 100% ownership or documented authority, with a minimum bid of 10 MW in blocks of 10 MW or greater. The Companies seek up to 350 MW of annual capacity for Planning Year 2028 and up to 600 MW for Planning Years 2029 and 2030. Preferred resource locations are near the Companies' load zone in Arkansas, Louisiana, Oklahoma, or Texas, though SPP-connected resources elsewhere with firm transmission service are acceptable. Resources outside SPP must be registered in the SPP Integrated Marketplace.

Delivery terms must be annual capacity for one to three years, with alternative seasonal terms considered. Annual capacity delivery begins June 1 of the contract year and runs through May 31 of the following year. Bid prices must be fixed for the entire delivery term with no material contingencies related to financing or credit issues. Bidders may submit multiple mutually exclusive proposals, and the Companies will select the set that best meets capacity needs.

Key RFP dates include issuance on November 17, 2025, with proposals due by 3:00 p.m. CT (4:00 p.m. ET) on December 5, 2025. Project selection and negotiation are scheduled for December 17, 2025, with definitive agreement execution targeted for January 31, 2026, and agreement effective dates of June 1, 2028, 2029, or 2030 depending on the delivery year.
