This is a joint solicitation on behalf of 31 FMPA member utilities located throughout Florida, from the panhandle to Key West. FMPA will enter into a Master Services Agreement with selected vendors, and individual member utilities will issue Purchase Orders to utilize services as needed. Sealed proposals must be physically received at the FMPA office or submitted electronically via Vendor Link by 1:30 P.M. EST on June 11, 2026. The proposal may potentially be funded with Federal Emergency Management Agency (FEMA) financial assistance, and all federal competitive selection and contractual requirements apply.
Proposers must provide detailed pricing for implementation, data capture and collection, AI processing, software licensing, training, support and maintenance, data storage, and optional emergent event services. A minimum of three utility customer references is required, demonstrating comparable system size and operational use cases. Evaluation criteria include experience with similar projects, availability and suitability of services, and pricing/fee structure.
