Air Emissions Testing for the Glenarm Power Plant

Pasadena Water and Power (PWP), a department of the City of Pasadena, seeks qualified vendors to provide comprehensive air emissions testing services for the Glenarm Power Plant. The facility operates under Title V and RECLAIM air permits issued by the South Coast Air Quality Management District (SCAQMD) and consists of five natural gas-fired combustion turbine units with varying capacities and configurations.

The Glenarm Power Plant comprises five units: GT-1 and GT-2 are 1970s-era Curtiss-Wright simple cycle gas turbines rated at 26 MW each; GT-3 and GT-4 are GE LM6000 simple cycle units at 47 MW each; and GT-5 is a combined cycle unit with a GE LM6000 gas turbine and Shin Nippon Steam Turbine with total combined capacity of 71 MW. All units are equipped with Selective Catalytic Reduction (SCR) systems and SCAQMD Rule 2012 certified Continuous Emission Monitoring Systems (CEMS) for nitrogen oxides (NOx) and oxygen (O2) measurement. GT-3, GT-4, and GT-5 also include carbon monoxide catalysts and 40 CFR Part 60 and SCAQMD Rule 218 certified CO CEMS. Stack gas volumetric flow rates are calculated using certified fuel flow, oxygen concentration, fuel F-factor, and natural gas higher heating value. Sulfur dioxide and greenhouse gas emissions are monitored and reported using permitted emission factors and CFR Part 98 Subpart C and D.

Key dates include a Q&A deadline of January 1, 2025 and a proposal submission deadline of January 11, 2025 at 00:00:00. The RFP was released on December 18, 2024. Vendors must comply with all City requirements, insurance requirements, IT requirements, and federal contract provisions as outlined in the detailed solicitation documents. Respondents are required to submit relevant experience forms, complete all required disclosures and declarations, and provide detailed pricing proposals.

All submissions must be made through the official procurement portal with complete documentation including conflict of interest disclosures, disqualification disclosures, and legal status declarations.
