Request for Proposals for all-requirements retail electric power supply serving approximately 1,500 electric accounts representing approximately 75,000 MWh of annual retail sales for 21 Cape Cod and Martha's Vineyard towns and Dukes County municipalities. The RFP seeks proposals for complete retail electric power supply including electrical energy, capacity, ancillary services, renewable energy resources as mandated by Massachusetts law (G.L. c. 25A, §§11F, 11F1/2), Clean Energy Standard requirements (310 C.M.R. §7.75), Clean Peak Energy Portfolio Standard (G.L. c. 25A §17(c) and 225 CMR 21.00), and transmission and distribution losses. The supplier will be responsible for all load and supply scheduling, ISO New England transactions and communications, network transmission service scheduling, customer billing support, customer complaint handling, EDI functions, and competitive supply provision. Bidders may propose contract terms of 1-3 years with fixed annual pricing. Bidders are invited to propose optional renewable energy content options above state-mandated requirements through additional MA Class 1 REC procurement. An optional capacity savings credit for a single account with a planned battery energy storage system installation is also available. Price offers must be fixed annually and include separate components for base power supply charges and estimated ISO-NE reliability program costs (Mystic Generating Station cost of service and Inventoried Energy Program charges). Seasonal, time-of-day, variable, or indexed pricing is prohibited. Service commencement is July 2024 meter read dates.
