Anacostia Depot Reconfiguration Construction

The Washington Suburban Sanitary Commission (WSSC) is soliciting sealed bids for comprehensive construction services at the Anacostia Depot facility located in Prince George's and Montgomery Counties, Maryland. The project encompasses new construction, building renovations, and facility upgrades across multiple structures and site improvements.

Scope of work includes: (1) construction of new Administration building approximately 112,000 square feet with LEED Silver certification; (2) renovation of existing Warehouse building with new sewer thermal heating exchange mechanical system; (3) renovation of existing Fleet Garage building; (4) new pre-engineered Storage building; (5) replacement of existing Outdoor Storage building; (6) renovation of existing Heavy Equipment Shop building; (7) construction of new Guard Booth; (8) new pre-engineered Radio Shed building; (9) construction of new Vehicle Rinse Station; (10) construction of new Materials Bins; (11) sitework improvements including utilities, grading, paving, stormwater management, and landscaping; and (12) demolition of three existing buildings and storage structures.

Key dates include: Pre-Proposal conference on March 9, 2026 at 2:00 PM; Question and Answer deadline of April 3, 2026 at 4:00 PM; and proposal submission deadline of June 10, 2026 at 2:00 PM via WSSC's eProcurement Portal. Construction will be phased with portions of the site remaining occupied by the Owner during various phases. Awarded contractors must provide all labor, supervision, materials, tools, equipment, transportation, expertise, and incidentals in accordance with all terms, specifications, conditions, and provisions of the solicitation.

The solicitation includes requirements for contractor qualifications, bonding, insurance, prevailing wages, and participation in Minority Business Enterprise (MBE) and Small Local Business Enterprise (SLBE) programs.
