Anacostia II WWPS Electrical Updates

The Washington Suburban Sanitary Commission (WSSC) is soliciting sealed bids for electrical updates and upgrades at the Anacostia II Wastewater Pumping Station (WWPS) in Maryland. The Anacostia II WWPS is WSSC's largest and most critical facility, processing an average flow of 50-60 million gallons per day (MGD) with storm peaks up to 306 MGD instantaneous flow. The station receives wastewater from a large portion of WSSC's service area and delivers it to the Blue Plains Advanced Wastewater Treatment Plant in Washington, D.C.

The scope of work includes comprehensive replacement and upgrade of the electrical system due to equipment installed in the late 1970s that is now beyond its useful life and increasingly difficult to maintain. Key project components include: replacement of multiple large and medium voltage transformers; replacement of two switchgear line-ups and IPA Enclosures; replacement of 13.8kV switchgear including associated electrical protection systems with data transmission to Parkway WRRF SCADA system; replacement of 4.16kV switchgear including associated electrical protection systems with SCADA integration; new backup battery system(s); associated ducts, underground feeders, and cables; new electrical manholes; HVAC provision for both 13.8kV and 4.16kV IPA areas; structures and foundations for switchgear and transformers; new paving; stormwater control devices; temporary power provision; and all associated auxiliary equipment.

Key dates include: Pre-Proposal conference on June 10, 2026 at 3:00 PM; Questions and Answers deadline on June 17, 2026 at 6:00 PM; and Proposal submission deadline on July 15, 2026 at 2:00 PM. Responses must be submitted electronically via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater. The procurement is open to all qualified contractors, with emphasis on contractor qualifications, experience, references, and key personnel capabilities. Prevailing wage requirements apply to this project.
