ANNUAL DISPOSAL OF POLYCHLOROBIPHENYLS (PCB’S) AND NON-REGULATED WASTE

Lakeland Electric seeks a qualified, experienced, and certified disposal contractor to provide comprehensive PCB waste management services. The contractor shall supply all necessary equipment, tools, qualified labor, and supervision for the transportation and disposal of PCB-contaminated and PCB waste oils as well as non-regulated waste. All disposal operations must comply fully with the latest EPA regulations and guidelines as stated in 40 CFR Part 761, Subpart D, and all applicable state and local laws.

The contractor must demonstrate expertise in hazardous waste handling and comply with all existing laws, ordinances, and regulations of the United States, relevant states, counties, townships, and municipalities. Work shall be performed in accordance with City of Lakeland Specification No. CONT-2023-01 and all referenced codes and requirements. The scope includes proper handling, processing, treatment, and final disposition of PCB-contaminated materials in full compliance with federal environmental standards.

Key deadlines include a questions and answers deadline of May 1, 2024 at 9:00 PM EDT and a proposal submission deadline of May 8, 2024 at 6:00 PM EDT. Bidders must submit pricing proposals and complete vendor questionnaires as part of their submissions. All bids must be accompanied by evidence of appropriate insurance coverage, safety qualifications, and compliance documentation as specified in the invitation to bid.

Special requirements include submission of a Contractor Safety Evaluation Form, indemnification agreements, and annual audit forms (PSM - Contractor Annual Audit Form). The contractor must maintain certifications and qualifications for handling hazardous waste materials and demonstrate a strong safety record through the evaluation process.
