Annual HVAC Service, Parts and Maintenance - For McIntosh, Larsen and Winston Power Generation Facilities

Lakeland Electric seeks an experienced and well-qualified HVAC service contractor to provide comprehensive maintenance and repair services at all Lakeland Electric Power Generation facilities, specifically the McIntosh, Larsen, and Winston Peaking Station facilities in Lakeland, Florida. The scope includes regularly scheduled preventive maintenance, call-out basis corrective maintenance including emergency response, and ongoing performance monitoring to ensure optimal climate control, energy efficiency, and compliance with applicable safety and environmental standards.

The McIntosh Power Plant consists of two natural gas combustion turbines (Units MGT1: GE Frame 5N, 14MW and MGT2: Siemens 501D5A, 125MW), two diesel generating units (MD1 and MD2: GE, 2MW each), Unit 5 (a natural gas combined cycle 380MW plant with Siemens 501G turbine, Nooter Eriksen HRSG, and Siemens BB33 Steam Turbine), and the MREP Plant (six MAN Everellence 18-cylinder Reciprocating Internal Combustion engines). Contractors must demonstrate technical expertise in servicing a wide range of HVAC equipment and be capable of maintaining detailed service documentation.

Service response requirements are critical: non-emergency service requests must be initiated within 48 hours of notification, while emergency requests (hazardous conditions) must be acknowledged within 1 hour and responded to on-site within 4 hours. The contract term is one year with an option for four additional one-year renewals upon mutual consent. Key dates include Pre-Proposal meeting on August 27, 2025 at 3:00 PM, Questions and Answers deadline on August 29, 2025 at 9:00 PM, and proposal submission deadline on September 5, 2025 at 8:00 PM.

Vendors must demonstrate capacity to deliver timely, reliable, and cost-effective service while maintaining responsiveness and professionalism, contributing to the longevity and reliability of Lakeland Electric assets. The evaluation will be conducted by a Committee assembled by the Owner.
