APS All-Source RFP 2025

Arizona Public Service Company (APS) is soliciting competitive proposals for at least 1,000 MW of resources to meet identified needs through its Integrated Resource Plan. APS seeks diverse energy resources including solar, wind, energy storage, thermal generation, and demand-side resources with commercial operation dates in 2029, 2030, or 2031 for near-term opportunities, and after June 1, 2031 for long-term opportunities. The minimum project size is 5 MW, with preference for projects greater than 200 MW. Specific opportunities include thermal generation at the APS-owned Desert Sun Power Plant site (approximately 1,660 MW of natural gas-fired generation), resources within the geographic boundaries of the Navajo Nation, and resources within the geographic boundaries of the Hopi Tribe.

Eligible resources include front-of-meter technologies (solar, wind, energy storage, geothermal, biomass, reciprocating units, combustion turbines, hybrid resources, and nuclear) and behind-the-meter resources (demand response, energy efficiency, managed EV charging, building energy management systems, and backup generators). Transaction structures available include Power Purchase Agreements (PPAs), Build-Transfer Agreements (BTAs), Asset Purchase Agreements (APAs), Engineering Procurement and Construction (EPC) agreements, and Load Management Agreements (LMAs).

Key dates include RFP release on November 19, 2025, Bidders' Conference on December 2, 2025, Desert Sun Notice of Intent to Bid deadline of January 5, 2026, Desert Sun Site Visit on February 4-6, 2026, and Proposal submission deadline of March 18, 2026 by 11:59 PM EST. Shortlist respondents will be notified between May and August 2026, with anticipated contract execution between July and December 2026.

Proposals must include comprehensive information through the PowerAdvocate platform, including Executive Summary, technical data sheets, cybersecurity documentation, and applicable term sheets with any proposed modifications. All proposals are subject to non-refundable submission fees of $5,000 for projects 5-25 MW and $10,000 for projects greater than 25 MW.
