Arkansas Electric Cooperative Corporation (AECC) is issuing a Request for Proposal for MISO Capacity and Energy Resources. This RFP seeks proposals for capacity resources located in MISO, with a preference for resources electrically close to AECC's loads in Arkansas or within MISO. The RFP focuses on procuring Zero Renewable Credits (ZRCs) and capacity resources that can be accredited by MISO.
Proposals must quantify installed capacity (ICAP) in megawatts and ZRC volumes, with capacity pricing expressed per ZRC for each proposed MISO planning season. AECC is not seeking energy-only proposals or resources located in the SPP portion of Texas. The organization welcomes capacity-only proposals, including winter season firm capacity offerings, and is willing to work with proposers on resource registration approaches such as behind-the-meter generators designated as BTMG or DR resources. Behind-the-meter generators may be considered if MISO accredits ZRCs for them, provided AECC is not responsible for penalties related to performance or conversion of service types (such as ERIS to NRIS).
Key submission milestones include a Notice of Intent deadline of October 17, 2025 at 4:00 PM CPT, with questions due by October 24, 2025. Phase 1 Proposal submissions are due November 7, 2025 at 4:00 PM CPT, with Phase 1 results announced December 5, 2025. Phase 2 Proposal submissions follow with a deadline of December 19, 2025 at 4:00 PM CPT, and Phase 2 results will be announced January 30, 2026.
