As-Needed Electric Vehicle (EV) Charger Installations and EV Charger Station Construction

The City of Pasadena Water and Power Department (PWP) is soliciting bids from qualified contractors to provide as-needed services for the construction, installation, and replacement of Electric Vehicle (EV) charging stations throughout Pasadena. The scope of work includes construction of infrastructure to support EV charging stations, installation of new Level 2 and Level 3 DC fast chargers, and replacement of existing EV chargers as needed across public properties, parking facilities, city buildings, and other designated locations. The City intends to select both a primary contractor and a backup contractor to ensure timely and efficient expansion and maintenance of EV charging infrastructure. This is part of PWP's ongoing efforts to enhance, maintain, and expand Pasadena's EV charging infrastructure while supporting the City's clean energy initiatives, transportation electrification, and climate action sustainability goals.

The work includes upgrading existing EV chargers to improve reliability and user experience, deploying new Level 2 and DC fast chargers at key locations including parks, public garages, commercial districts, and city-owned facilities, and implementing site improvements such as electrical upgrades, accessibility enhancements, and load management solutions to optimize efficiency. Pasadena Water and Power (PWP) is a community-owned, not-for-profit public utility serving over 65,000 residential and commercial customers and delivering water to nearly 38,000 households and businesses across Pasadena and neighboring communities in the San Gabriel Valley.

This is a Labor and Materials (Competitive Bidding) contract under PMC 4.08.045. Contractors must comply with all City requirements, insurance requirements, HUD requirements, and federal contract provisions as outlined in the solicitation documents.
