ASR Demonstration Study—Surface Facilities (ASRSF)

The Tarrant Regional Water District (TRWD) is requesting proposals for the construction of a pilot facility designed to study the long-term feasibility of Aquifer Storage and Recovery (ASR) at an existing facility operated by the Trinity River Authority. The ASR well construction was completed in 2024. This project consists of three primary work packages: Package 1 covers facilities piping and infrastructure; Package 2 covers electrical and instrumentation systems; Package 3 includes pumps and associated equipment to be provided and installed by well contractor Hydro Resources Mid Continent Inc. Contractors may submit proposals for either or both work packages.

Key project dates include a pre-proposal meeting on March 6, 2025 at 3:00 PM, a questions and answers (Q&A) deadline of March 12, 2025 at 10:00 PM, and a proposal submission deadline of March 19, 2025 at 6:00 PM. The owner's budget for the project is $3,541,128. The project must be substantially complete and ready for operation by December 31, 2026, with final payment eligibility 30 days after substantial completion.

Submissions should include site plan review (Appendix C), standard construction details (Appendix B), surface facilities drawings, and complete specifications. The project is located in Fort Worth, Texas at the Trinity River Authority facility. Proposals may be submitted for either individual work packages or the complete project, allowing flexibility in contractor scope selection.
