ASSET MANAGEMENT SYSTEM PROCUREMENT AND IMPLEMENTATION CONSULTING SERVICES

The Las Virgenes Municipal Water District is seeking consulting services for the procurement and implementation of a comprehensive Asset Management System (AMS). The District currently lacks a centralized asset management approach, with asset data scattered across manual records, Excel spreadsheets, departmental software, and network folders. This fragmented system limits visibility into asset condition and lifecycle, complicates data integration, and creates operational inefficiencies.

The selected consultant will be responsible for assessing current asset management processes, identifying gaps and deficiencies, developing detailed system requirements, preparing a Request for Proposal for AMS software selection, and overseeing the implementation process. The consultant must have demonstrated experience in public utility asset management planning and deployment, with expertise in integrating AMS with enterprise systems including Geographic Information Systems (GIS), Enterprise Resource Planning (ERP), and Computerized Maintenance Management Systems (CMMS).

The ultimate objective is to implement an intuitive, scalable Asset Management System that supports lifecycle asset management, operational efficiency, regulatory compliance, and data-driven decision-making. The system must address current limitations in automated tracking, real-time reporting, and enterprise system integration that impact the District's operational performance and service delivery.
