B030-26 SUPPLY OF UNDERGROUND PRIMARY DIRECT BURIAL CABLE

Brownsville Public Utilities Board (BPUB) is seeking bids for the supply of 100,000 feet of underground primary direct burial cable. The cable specification is URD 1/0 STR 15 KV with aluminum primary direct burial (PDB) construction, 19W, 220 MIL cable-jacketed with red identification stripes, EPR insulation, and 1/C #1/0 AWG (19X) aluminum conductor with 105 degree Celsius rating and 15 KV primary URD with 16 #14AWG copper concentric neutral. The cable must come with footage markers and be supplied on 2,500 ft/reel units.

Key dates and timeline: Questions must be submitted by March 13, 2026. Sealed bids or electronic bids via Bidnet must be submitted by 5:00 PM CST on March 18, 2026. Bids will be publicly opened and read aloud on March 19, 2026 at 10:30 AM. Bid evaluation will occur March 19-25, 2026, with final recommendations provided March 26, 2026. The contract will be sent to the Utilities Board for approval on April 13, 2026, with contract commencement scheduled for April 2026.

The material will be released on an "as needed" basis in two shipments of 50,000 feet over a 4-6 month period, FOB Brownsville Public Utilities Board at 1155 FM 511, Olmito, TX 78575. Delivery must be via open flat-bed trailer; enclosed trailers will be rejected. Delivery is only accepted during normal working hours (8:00 AM to 4:00 PM Monday through Friday, excluding holidays). All cable must be new, in first class condition, with containers suitable for shipment and storage. The cable must meet specifications in ICEA S-94-649 and AEIC CS8 standards, include a 20-year warranty on EPR insulation, and be accompanied by certified test reports from the same manufacturing run.

Bidders must submit a W9 or W8 tax identification form, provide evidence of at least 20 years of field experience for the EPR insulation, and accept payment via ACH direct deposit. If bidding on brands other than the specified brand, vendors must provide a "cut sheet" within two business days of notification for their item to be considered. The successful vendor must send a personal representative with binding authority to BPUB upon request. BPUB reserves the right to reject any or all bids, increase or decrease quantities as deemed necessary, and extend the bid evaluation period beyond the standard 90 days if agreed upon in writing.
