Back-Office Software and Operations Support for EV Charging Infrastructure

Pasadena Water and Power (PWP) seeks proposals from qualified firms to provide comprehensive back-office software and operational support services for its electric vehicle (EV) charging infrastructure network. The successful proposer will deliver a robust, cloud-based platform with advanced features including real-time station monitoring, payment processing, user account management, reporting and analytics, and network administration. The solution must offer seamless integration with existing and future EV charging hardware, support the Open Charge Point Protocol (OCPP) standard, and provide secure payment solutions with user-friendly web and mobile applications.

Key deliverables and requirements include: a scalable cloud-based platform capable of managing a growing network of public charging stations; real-time monitoring and reporting capabilities; secure payment processing for residential, commercial, and visitor charging transactions; user account and access management systems; integration with grid management systems for demand response capabilities; cybersecurity protections and regular system updates; ongoing technical support; and compliance with industry standards. The selected provider must demonstrate experience with EV charging networks and similar infrastructure management systems.

Important dates include a pre-proposal conference on June 11, 2025 at 4:00 PM, a questions and answers deadline of June 18, 2025 at 10:00 PM, and a proposal submission deadline of July 8, 2025 at 10:00 PM. The solution will support PWP's strategic initiatives to expand EV charging access across Pasadena through deployment of Level 2 and DC fast chargers at parks, public garages, commercial districts, and city-owned facilities while ensuring compliance with local sustainability and climate action goals.

Proposals must include demonstrated relevant experience with similar EV charging management systems, technical qualifications, cybersecurity and data protection capabilities, pricing information, and ongoing support commitments. The selected provider will play a critical role in PWP's efforts to maintain leadership in EV infrastructure while supporting the region's transition toward cleaner, more sustainable transportation.
