Silicon Valley Clean Energy (SVCE) is seeking a consultant to research and develop a best practices guide to aid agencies in updating regulations that address the installation of electric mechanical equipment, typically heat pumps, associated with building electrification. Cities have adopted a variety of codes and standards regulating the siting of mechanical equipment which may inadvertently hinder building electrification. Recognizing that heat pumps do have real aesthetic and noise impacts, the goal is to develop a Best Practices Guide introducing commonsense approaches that balance the interests of building electrification with neighborhood impacts. The project is divided into three main tasks with an optional fourth task: Task 1 - Research & Analysis (researching regulations, conducting stakeholder interviews, reviewing staff reports/minutes, identifying case studies); Task 2 - SVCE Member Agency Policy and Practices Identification (identifying current policies across 13 member agencies); Task 3 - Develop Best Practices Guide (incorporating findings into a 10-20 page guide with technical/policy options and model ordinances); Task 4 (optional) - Outreach and Implementation Support (providing implementation assistance to member agencies as needed).
