Big Rivers Electric Corporation 2021 RFP for SPP Capacity and Energy Products

Big Rivers Electric Cooperative (BREC) issued this Request for Proposal seeking to procure Southwest Power Pool (SPP) energy products through a two-phase competitive bidding process. The RFP targets three primary product categories: Firm (LD) Load Following Energy with SPP Obligations, Firm (LD) Energy-Only Blocks in 10 MW increments, and SPP Firm Capacity. Proposals must be submitted in accordance with the evaluation forms provided in Appendices B-1, B-2, and B-3, with physical offers only accepted (financial offers not permitted). Block Energy proposals must be in 10 MW increments up to monthly quantities specified in the appendices. The delivery term is five years, with energy delivery beginning January 1, 2022.

Key dates include: RFP issued June 15, 2021; Notice of Intent to Provide Proposal deadline July 1, 2021 at 2:00 p.m. CPT (submission required to participate); final RFP questions due July 8, 2021; Phase 1 proposal submission deadline July 22, 2021 at 2:00 p.m. CPT; Phase 1 results notification August 5, 2021; Phase 2 proposal submission deadline August 19, 2021 at 2:00 p.m. CPT; Phase 2 results notification September 2, 2021; regulatory approvals anticipated fourth quarter 2021.

Proposals must adhere to EEI agreement terms (Schedule P) for firm LD products. A Notice of Intent submission does not obligate bidders to submit an offer, but is mandatory to be eligible for proposal submission.
