Block Energy and Capacity Procurement

The Illinois Power Agency (IPA) is conducting a comprehensive Block Energy and Capacity Procurement under the BEC RFP, approved by the Illinois Commerce Commission (ICC) on December 18, 2025. This procurement encompasses multiple products and utilities across two procurement seasons.

Spring 2026 Procurement: Monthly on-peak and off-peak standard block forward products with various combinations for Ameren Illinois Company (AIC), Commonwealth Edison Company (ComEd), and MidAmerican Energy Company (MEC). The supply period for standard block forward products is June 1, 2026 to May 31, 2029. Additionally, seasonal MISO-Delivered and Financially-Settled ZRC (Zone Resource Credit) capacity products are being procured for AIC, with annual and two-year combinations for periods starting June 1, 2027 and June 1, 2028.

Fall 2026 Procurement: Monthly on-peak and off-peak standard block forward products with combinations for AIC and ComEd. Seasonal MISO-Delivered and Financially-Settled ZRC capacity products for AIC with annual and two-year combinations for periods starting June 1, 2027 and June 1, 2028.

The procurement was established in accordance with Public Act 95-0481 and the Illinois Power Agency Act.
