Brink Elevated Watertank Rehabilitation

The Washington Suburban Sanitary Commission (WSSC), Maryland is soliciting sealed bids for the rehabilitation of a 1-million-gallon elevated water storage tank located in the Brink area. The project encompasses comprehensive structural repairs including rehabilitation of ladders, platforms, hatches, antenna mounts, and interior roof members. The elevated tank will undergo abrasive blasting and repainting to restore its structural integrity and protect against corrosion.

The scope includes replacement of associated service and overflow piping, valves, vaults, and other appurtenances. Additional work comprises site work, grading, access road upgrade, electrical systems, instrumentation installation, and maintaining access for communication service providers. The project also requires demolition of existing 24-inch water service piping from the tank base to the connection at the pumping station, 8-inch overflow piping, the altitude control valve vault with associated piping and valves, and the existing telecommunication tower with guy wires and foundation. A new prefabricated telecommunication tower will be constructed to replace the demolished structure.

Bidders must submit sealed responses via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater. Responses are due by 2:00 pm EST on Monday, November 24, 2025. Late responses will not be accepted. A pre-proposal conference is scheduled for October 28, 2025 at 2:00 pm. Questions and clarifications must be submitted by the Q&A deadline of November 6, 2025 at 7:00 pm EST.

Contractors must meet minimum qualifications and demonstrate relevant experience with elevated water tank rehabilitation projects. The bid must include pricing proposals, evidence of insurance and bonding capacity, and completion of all required vendor questionnaires and submittal forms. The contract is governed by general conditions for construction, special conditions specific to this project, and standard specifications provided in the solicitation documents.
