C. D. McIntosh Byproduct Storage Area Closure

Lakeland Electric is seeking a qualified contractor to complete the physical closure in place of the onsite South Coal Combustion Residue (CCR) landfill, also known as the Byproduct Storage Area (BSA), and install a final cover system in accordance with Rule 62-701.805(8), F.A.C. The closure work is regulated by the United States Environmental Protection Agency (EPA) Rule for Disposal of Coal Combustion Residuals from Electric Utilities, 40 CFR 257 (the Final CCR Rule). The BSA encompasses approximately 45 acres and was constructed in the 1980s as an above-grade landfill unit with pozzolanic material at its base. Historically, the BSA received CCR generated by Unit No. 3, including fly ash, bottom ash, synthetic gypsum, and stabilized flue gas desulfurization (FGD) material.

The closure design, provided by Geosyntec Consultants, Inc., calls for regrading of the CCR and installation of a final cover (or cap) system that includes barrier and infiltration control layers, a stormwater runoff collection system, and a passive gas removal system. The contractor will be responsible for executing this closure work in full compliance with EPA regulations and Florida Administrative Code requirements. The site is located at the C. D. McIntosh Plant near Lakeland, Florida, with detailed site maps and underground utility locations provided in the project attachments.

Key dates for this solicitation include a pre-proposal meeting on September 21, 2023 at 2:00 PM, a Questions and Answers deadline of October 13, 2023 at 9:00 PM, and a proposal submission deadline of October 27, 2023 at 7:30 PM. Contractors must provide comprehensive pricing proposals, safety qualifications, insurance documentation, and compliance with all required indemnification agreements.
